Technical guidance on the classification of waste


The European Commission issued a communication on the technical guidelines for waste classification to provide technical guidance on Directive 2008/98 / EC on waste (Waste Framework Directive or WFD) and Commission Decision 2000/532 / EC on the list of wastes ('list of waste' or 'RSI').

It is intended to provide clarification and guidance to national authorities, including local authorities and companies, on the correct interpretation and application of EU waste classification legislation.

In the classification of waste, a number of hazard characteristics should be considered, which will make it possible to determine whether these are hazardous or non-hazardous. This classification is subject to applicable legislation, in particular regarding the labelling.

LER considers additional provisions for the assessment of the hazard characteristics and classification of waste at three hazard levels: "absolute entries of dangerous" (asbestos, solvents or acids), "absolute entries of non-hazardous" (paper, clothing) and "double entry" (for which more detailed analysis is required to assess their degree of danger).

The communication on technical guidelines is structured in three chapters:

  • Introduction, layout, and contextualization of waste classification and instructions on how to interpret the guidelines;
  • The legislative framework covers the main European provisions governing the legislative context of waste;
  • Procedures for the classification of waste include the general steps of classification of waste.
